You are bidding against television money
The firms saturating Atlanta radio and I-75 billboards also bid on your keywords. They can lose money on clicks for a year. If your account is built the same way theirs is, you lose slowly and quietly.
Atlanta is one of the most expensive legal advertising markets in the country. Personal injury clicks here cost more than they do in New York, the billboards on I-285 belong to firms with eight-figure media budgets, and none of that is winnable by outspending them. It is winnable by being the firm that already ranks when someone searches at 11pm from a phone.

A profile set to a fifty-mile radius ranks in the middle of nowhere. Google ranks the map pack partly on proximity, so a firm claiming everything from Cartersville to Covington ranks strongly in neither.
Fulton County State Court and DeKalb County State Court draw different case profiles, and the searches that lead to them read differently. One page covering both is a page that speaks precisely to neither.
